The project "Operating system for gathering, sharing and promotion of digital information about the environment" (Sat4Envi) will be implemented by a consortium whose leader is the Institute of Meteorology and Water Management (IMGW), and members - Space Research Centre of the Polish Academy of Sciences, Academic Computer Centre CYFRONET AGH and the Polish Space Agency (POLSA).

As one of the contractors, POLSA is responsible for developing an educational and training program on the use of satellite data by public administration and for supporting the project's promotional activities.

The aim of the Sat4Envi project is to create infrastructure for receiving, storing, processing and distributing data from Sentinel-1, -2, -3 satellites and satellite products based on them on the basis of existing IMGW resources. Thanks to its implementation, data from, among others, Copernicus program missions available for Poland will be enabled to public administration to be applied in its activities related to environmental protection, area development and planning, development of urbanization and transport networks, and to private entities - to create commercial services.

The Polish Space Agency as a member of the consortium implementing the Sat4Envi project is responsible for developing an educational and training program for public administration regarding the use of satellite data and related services in its activities.

The agreement of financing the project was signed on December 27, 2017 between IMGW and Centrum Projektów Polska Cyfrowa.

The project is financed from the resources of the Operational Program Digital Poland, Action 2.3, Sub-action 2.3.1, with the amount of 17 903 900,00 pln. These resources are provided from the European funds (84.63%) and state funds (15.37%).

The Polish Space Agency as a member of the consortium implementing the Sat4Envi project is responsible for developing an educational and training program for public administration regarding the use of satellite data and related services in its activities.

The aim of the program is to build awareness of benefits of using satellite data in decision-making processes and to extend the knowledge and competences of civil servants related to application of these data in their daily work.

- Currently, the most important recipient of the satellite imagery is public administration. To increase the scale of its use of the satellite data, we must provide officials with the appropriate tools, but also show how to use them to improve the quality and efficiency of daily work in offices. The second task falls to the Polish Space Agency as one of the contractors for the Sat4Envi project- says Col. Piotr Suszyński, Vice President for Defence of POLSA.

The program will include framework training for senior and middle-level decision-makers of administration as well as specialized training for specialist, including the employees of local government units.

The thematic scope of the program will be determined by tasks of various levels of administration regarding: local and regional technical infrastructure, environmental protection, agriculture, transport, area development and planning and ecology, water resource management, forestry, etc.

As part of the program, POLSA will develop concepts and the substantive scope of training as well as teaching methods, tools and materials, including training agendas and lesson plans. The specific objectives of the program and rules for the organization of training will be also set.

POLSA will also conduct pilot trainings for a selected, representative group of civil servants from the local government units and government administration basing on the prepared training materials and infrastructure developed as part of the Sat4Envi project.

The development of the program will be preceded by an analysis of the scope of tasks and needs of local government units and government administration in the context of the possibility of their support by satellite data and the development of a list of key competences for officials related to the use of such data. The conclusions from the study will be included in a special report.

The Polish Space Agency will also be responsible for the preparation of a study promoting the use of satellite data for the development of efficient administration. The publication will include a presentation of modern satellite technologies in the field of navigation, telecommunications and Earth observation as well as a description of the possibilities and best practices regarding the use of satellite data in fulfilling the public tasks.

The educational and training program is to be implemented at the turn of 2019 and 2020.

The involvement of POLSA in the Sat4Envi project reflects statutory tasks of the agency, in particular those related to information, promotional and educational activities in the field of research and use of outer space.
