On March 15th, 2018 at Warsaw University of Technology John Franklin Hall, the expert of the Polish Space Agency and long-time employee of NASA, conducted the lecture entitled “U.S. Public-Private Partnerships in Space: Where We Are Going Together”.
About 50 students, scientists and representatives of companies and government administration participated in the event.
The lecturer was announced by Prof. Piotr Wolański, long-time lecturer of the Warsaw University of Technology and the employee of the Institute of Aviation. The discussion during the lecture was moderated by Prof. Stanisław Janeczko, director of the Center of Applied Science of the Warsaw University of Technology. The questions addressed to POLSA’s expert mainly concerned the value of financial support of the American government towards the private companies, the scheme and the procedures regarding financial support and perspectives of introduction of mechanisms of public-private partnerships in Polish space sector.
Mr. John F. Hall was the employee of the National Aeronautics and Space Administration (NASA) for 24 years. Up to 2017 he served as the NASA’s Director for Export Control and Interagency Liaison. In this capacity he oversaw administration of the NASA Export Control Program and coordination of Agency-level policy interactions with U.S. Executive Branch departments and agencies, as well as NASA participation in the United Nations activities and programs. Notably, Mr. Hall led NASA’s participation in the development of all National Space Policies and other key space-related policies during three Presidential Administrations.
Currently, as the expert of the Polish Space Agency, Mr. Hall advises to the management of POLSA. He is also involved in the agency’s works on the Polish National Space Program and in developing the assumptions for the national space law.
The lecture of Mr. Hall was the next event regarding the subject of space sector organized by the Department of Strategy and International Cooperation of the Polish Space Agency. The previous lecture organized by POLSA entitled “Challenges in Earth Observation” took place on April 19th, 2017 and was delivered by Prof. Hansjörg Dittusa, director of the Institute of Space Systems of the German space agency (DLR).
