Almost 600 surveys filled within the framework of POLSA’s research on the utilization of satellite data in administrative procedures

The Polish Space Agency set supporting the utilization of satellite services with the goal of optimizing processes performed by public administration as one of its priorities. Delivering the imagery provided by Earth observation satellites is the main service acting as a driving force of the satellite market.

The starting point for POLSA in this area was defining the spheres in which Polish administration uses satellite data. That was the reason for which POLSA had made the initial step within a complex public administration support programme, by carrying out an online survey in order to gather information concerning the public offices competence and needs related to the utilization of satellite data. 72% of the officials participating in the survey declared to be interested in taking part in POLSA’s training program concerning application of satellite data in administrative tasks.

The survey was launched on the 11th of June, 2018, with an invitation to participate being sent to ministries, voivodeship offices, central offices and local goverment units – marshall's offices, district authority offices and town halls.

Up to the 17th of July, 2018 the survey was completed by 593 responders, 81% of which perform tasks covering the territorial range of a co-mmune, town, district, voivodeship or a region.

As for the type of organizations present in the survey, 36% of responders represented local government units, 26% - central public administration, 28% - public administration units. Such a structure of the survey response group ensures a comprehensive review of the needs of public administration in Poland at various levels.

- I am satisfied with the turnout of our survey: we have procured a broad and diverse material which once analyzed, will allow us to accurately diagnose the requirements of public administration in terms of utilization of satellite data in its every-day activities - states Grzegorz Brona, Ph.D, the President of The Polish Space Agency. - In the framework of the Sat4Envi project, the infrastructure is developed for receiving, storing, processing and distributing Earth observation satellite data. Currently, one out of the four platforms for processing satellite data from Earth observation and creating related products is being built for ESA in Poland. As public administration is the first and major recipient of such data and similar products, POLSA makes preparations to develop an effective training-education program for state officials. Improving their competence and the extent of utlizing satellite data and related products in public offices may facilitate administrative procedures, but may also spur the commercial market for developing such solutions. It’s worth underlining that we’re currently witnessing the third commercial space revolution. After utilizing satellites for telecoms and navigation, we’re in the era of enabling the common access to satellite data, which will revolutionize the world as we know it. -

Information from the survey will be used to develop „The Diagnosis of Training Requirements” paper, which will be prepared for POLSA by Blue Dot Solutions. The survey results and the report prepared by the company will be used in the process of preparing training materials for the courses on satellite data utilization for public administration.

The trainings are planned to be launched at the end of 2019.


The project "Operating system for gathering, sharing and promotion of digital information about the environment" (Sat4Envi) is financed from the resources of the Operational Program Digital Poland and is being implemented by the Institute of Meteorology and Water Management (IMGW), the Space Research Centre of the Polish Academy of Sciences, the Academic Computer Centre CYFRONET AGH and the Polish Space Agency (POLSA). The aim of the Sat4Envi project is to create infrastructure for receiving, storing, processing and distributing data from Sentinel-1, -2, -3 satellites and satellite products based on them on the basis of existing IMGW resources.
The Polish Space Agency, as a member of the consortium implementing the Sat4Envi project, is responsible for developing an educational and training program for public administration regarding the use of satellite data and related services in its activities.
